With both the EPA Vessel General Permit (VGP) and US Coast Guard’s (USCG) Ballast Water Management (BWM) regulations now being enforced, and the IMO Ballast Water Management Convention (BWMC) likely to be ratified in the immediate future, environmental retrofits are now unavoidable. With multiple sets of standards currently in enforcement (without any type approved systems), and other divergent standards on track to be enforced in the near future—all existing ships doing business in the United States will need to be retrofitted with a BWMS that is compliant with all of these standards within the next 5 years, while all new ship builds moving forward will need to have standards compliant BWMS installed at the time of their commission. With estimated costs ranging from $200K – $5M per ship, per BWM system installation, the shipping industry can expect to pay up to $40 billion in BWM complaint retrofits alone over the next 5 years.

Long story short, this is the new shipping reality for shippers operating in the US coastal waters. How do ship owners attain a USCG extension until type approval is finalized? How will the type-approval processes and their respective deadlines intersect given the now enforced USCG Rule and soon to be ratified IMO BWMC? What BWM system is optimum, and how do ship owners ensure they have retro-fit their ships in a way that achieves the most cost-effective compliance while maximizing efficiencies? How can certification organizations, suppliers and retrofitters ensure BWM systems meet the requirements for compliance set by all of the regulatory bodies? Only those with the answers to the questions posed above will be able to successfully navigate this tumultuous period in the shipping industry’s history, and profit.
